ACCA claims to have some 140,000 students worldwide. Many of these students come from a poor background. Many pay fees which are more than one month's salary in their home countries. But the ACCA leadership has no qualms about taking their monies.
ACCA does not provide composition of students by geographical areas. It does not indicate the pass rates for students from different countries either. How many are stuck at the later stages and have little chance of passing? Then the aim is to collect money. ACCA publicly says that it is a 'business'. Like other businesses it wants more money.
ACCA's 1998 accounts reveal that before allocation of overheads (i.e. massaging the accounts) the following surpluses (i.e. income minus expenditure) were generated:

ACCA is making more than £10,000 per day from students. This money is not used to provide a decent library for students. Instead, it is used for opulent offices. The officeholders plunder the Association. They take their spouses and friends on overseas jaunts and charge around £50,000 each year to the Association. No bye-law which permits them to do so.
